There are public hearings scheduled Monday, April 7, 2025 regarding future plans for both the Logansport-Cass County Memorial Center and Logansport Memorial Hospital.

CDBG – Public Hearing April 7, 2025 5:30 PM
- Goals and Objectives of the CDBG Program:
a. The Public Facilities Grant Program is a grant program administered by the Indiana Office of Community and Rural Affairs (OCRA) and is funded with federal Community Development Block Grant (CDBG) dollars. These grants support a variety of projects that either benefit low-to-moderate income persons or eliminate slum/blight in communities.
b. In order to be eligible for the Community Development Block Grant program we need a lead applicant that is a unit of government, which would be a city, county or an incorporated town. In this case, the City of Logansport is serving as the lead applicant. The following entities are eligible for the Community Development Block Grant: Small cities which do not receive CDBG funds directly from U.S. Housing and Urban Development (HUD); Incorporated towns; Counties (excluding Lake and Hamilton, which receive funds directly from HUD).
c. The project must meet one of the national objectives and be an eligible activity under the CDBG
program, including Benefit to Low-and-Moderate Income Persons on an Area Basis, Limited Clientele
Basis, Presume Class, or Spot Slum and Blight and it must comply with applicable state and federal laws and regulations. The eligible national objective for this program elimination of Spot Slum and Blight. - Total amount of CDBG funds available:
a. The maximum award amount for Historical Renovation in a Public Facilities Project is $750,000. The City of Logansport is seeking $750,000. A local match of at least 10% of the total project cost is
required. A minimum of 5% must be in the form of cash or debt. Additional in-kind contributions can be counted as a local match up to 5% of the total project cost, with a maximum of $25,000. - Community Development and Housing needs of applicant –Public Facilities Project; specifically, the Historical Renovation of the exterior of the Logansport-Cass County Memorial Center building exterior.
- Proposed amount of funds to be used to benefit low- and moderate-income people – Of this $750,000, based on the current HUD-utilized 2016-2020 ACS Census data indicating Logansport’s LMI population to be 54.10%, approximately $405,750 of the grant dollars will be spent on LMI individuals
- Amount and source of local funds to be expended on the project – local funds to be used for this project is The Applicant also proposes to expend an estimated $161,000 in non-CDBG funds on the project. These non-CDBG funds will be derived from the Logansport Memorial Home fund.
- There will be No Displacement of any individual or businesses related to this project.
The potential Grantee must also respond to any written comments that are received during the Public Hearing process.

Public Hearing: Proposed Affiliation and Asset Transfer Agreement between Logansport Memorial Hospital, Parkview Logansport Hospital, Inc. and Parkview Health System

NOTICE OF PUBLIC HEARING ON THE PROPOSED AFFILIATION AND ASSET TRANSFER AGREEMENT BETWEEN LOGANSPORT MEMORIAL HOSPITAL, PARKVIEW LOGANSPORT HOSPITAL, INC. AND PARKVIEW HEALTH SYSTEM, INC.
The Logansport Memorial Hospital Board of Trustees (“LMH Board of Trustees”) is considering its entry into a Transfer Agreement (the “Agreement”) with Parkview Logansport Hospital, Inc. (“Parkview Logansport”) and Parkview Health System, Inc. (“Parkview”) that calls for substantially all of Logansport Memorial Hospital’s (“LMH”) assets and liabilities to be transferred to Parkview Logansport. Following the transaction, LMH would cease doing business as a county hospital and terminate and dissolve, all in accordance with Indiana Code 16-22-3-18; however, Parkview Logansport will assume the assets and liabilities of LMH and continue to operate the hospital.
Notice is hereby given that the Cass County Council and County Commissioners and the LMH Board of Trustees will jointly hold a public hearing at 6:30 p.m. EST on April 7, 2025, at the Cass County 4H Fairgrounds Community Center located at 2281 E County Road 125 N, Logansport, Indiana, to consider the Agreement and hear any comments on whether the terms of the Agreement are fair and reasonable, all pursuant to Indiana Code 16-22-6-18. The hearing may be adjourned to a later date or dates and to a place fixed prior to adjournment. The form of the Agreement is on file in the office of the Cass County Auditor at the Cass County Courthouse, 200 Court Park Logansport, IN 46947, is available for public inspection during normal business hours (8:00 a.m. to 4:00 p.m., Monday – Friday) and will be available for public inspection at the public hearing.
